During the earlier parts of 20th century the question of a state owned pharmaceutical wholesale monopoly was debated several times. After the WW2 the issue was brought up again with greater urgency. The authorities wanted a countrywide secure, in times of crisis too, and evenly priced supplies of medicines at the lowest cost possible. The monopoly was also intended to promote safe and correct use of medicines as well as being a financial viable enterprise. Following a heated debate in Stortinget (the Norwegian parliament) the Arbeiderpartiet (the Norwegian labour party) won and the state monopoly Norsk Medisinaldepot was established.
