The Courthouse in Tromsø is located on the outskirts of the town centre, near the Tromsø Bridge, on the corner between the streets Skippergata and Elvegata. Entry to the building is accessed through the main entrance on the south-side, facing the town centre. Fridtjof Nansens Plass, a small park with a view overlooking the Tromsø Sound is located opposite to the building's main entrance. This creates an open public area between the head of the bridge and courthouse. The site is slightly sloping, while the surrounding area is diverse and consists of both older and more recent buildings.

here the height of the ceiling is higher than on the upper stories. Remaining rooms that the building holds are a large loitering area that is open to all of the stories, a ceremonial room (wedding room), lecture room and offices. Both the Northern Troms County Courthouse, the Hålogaland Superior Court and the public prosecutors in the Troms and Finnmark counties are located in this building. It was important that the various offices were separated from one another
therefore they are situated in different parts of the building. The public prosecutor's office has its own canteen.
A warm gold colour is blended into the concrete on the façade walls and pilasters, while granite decorates the pedestal. Both the façade of the loitering area and the courtrooms have large glass sections. This provides the building with nice natural lighting and a lovely view. In addition, one can easily look inside from the outside of the building, something that is evident of the desire to create a visually open courthouse.
