In terms of plan, the building is roughly rectangular. Most of the courtrooms are located on the outer walls of the ground storey - and have natural lighting. Elsewhere this storey is dominated by a large loitering area and the ceremonial room (wedding room), which stands independently near the main entrance.

The courthouse plan is principally divided into two. An outer zone is accessible for the public, while the inner zone is restricted to staff use only.
