The outbreak of the First World War increased the risk of Norway having to fully mobilize its army and it was a challenge to establish sufficient reserves of ordnance and other supplies for units in the field and places for repair of damaged materiel. As a result Elvenes was established as the Arsenal for Northern Norway and became the region's base for army supplies and repairs.

At this time Elvenes also became the first centre for the Air Force in Northern Norway. As the First World War developed the government wanted to establish stations of fighter planes. The Ministry of Defence introduced in 1916 a parliamentary proposition to set up "the Army's Flying Units" including 2 groups of 5 aeroplanes to be based at Elvenes. The proposition was never passed but still became the basic guideline adopted by the authorities. Salangen became the main focus of the operation, first at Elvenes and later also at Salangsverket.
