Situated in front of the L-block is the county council hall and canteen. This building volume is isolated and somewhat fragmented. It is covered by a sod-covered roof and clad with glass and sheets of copper. Standing in the courtyard is a tall sculpture entitled "Strofe" by Aage Gaup. The parking area is situated at a distance from the entrance.

The county administration building is accessed via a sheltered courtyard to the south, between the building volumes and a bicycle shed that has passageway to the underground service areas.
