The Lower Pavilion was opened in 1991. It comprises offices and a lecture hall. The office section of the building has a curved façade, which stands in contract to the auditorium's closed triangular form. Behind the walls of the curved structure, one finds two storeys with interior galleries that provide access to the offices and lecture hall. A glass wall overlooks the park area, while elsewhere the façade is clad with bluish (with a touch of white) sheets of steel. The auditorium is clad with sheets of black polished slate.
