Description

The Sámi Parliament building is comprised of three parts:
- offices and meeting rooms
- service facility with a reception area, library and canteen
- plenary meeting hall for the Sámi Parliament
This variation of functions is clearly shown in the plan illustration, where the circle is the main form. The semicircle which houses offices - consequently the bureaucracy - is situated on the outer section. This semicircle lies around the open segment which forms the service facility. The plenary meeting hall is isolated in a smaller circular form, located in the outdoor area. The main concept of forming the shell of the building into a semicircle was to create an intimate south facing outdoor area. In doing so, this form is successful climatically in that it functions to capture sunlight. This illustration was taken from Ferdigmelding 598/2000.
