The building is located in Tromsø, in the centre of town. The main façade faces the street Kirkegata in the south. The surrounding area is mainly comprised of newer office buildings and the quay area. A small park called Roald Amundsens plass, is located directly opposite the main entrance. Originally the building was built as a post office and telegraph station; it upheld this function until the early 1970s. At this point it was converted into a police station for the Troms Police Division. After the police moved out in 1996, the Art Museum of Northern Norway began to move in. An extensive amount of reconstruction had to be undertaken before the building was ready for the museum in 2002.

This monumental building is three-storied, including a loft. It terminates with a mansard roof, which is roofed with slate near the upper part and sheeted in the lower portion. In terms of plan, the building is roughly rectangular, situated in relation to the roadways. Bevelled corners on the south-side provide the building with a subtle termination in the direction of the open square. The main façade is symmetric and largely reflects a simple Neo Classical style, but also features robust elements from the Late Baroque style. Both the sloping roof corners and the mansard roof are reflective of the Baroque. The adornment details are fashioned in plaster and stucco. Other adornment details include: Classical ashlars which appear on the corners and between each window axis, band decorated with tooth-like incisions below the cornice, along with festoons and oval medallions.
